You walk the length of it in fifteen minutes and then sit down by the water. Kotor has the walls, the fortress and the cruise passengers; Perast has two bell towers, two islands offshore and lunch. Most tours allot it forty minutes and most people wish they had two hours.

Most Kotor boat tours include Perast as a stop, or you can travel there overland and take a boat from Perast itself. The town is about twelve kilometres along the bay road, served by the regular coastal bus and a short drive by car or taxi. Kotor for a day, Perast for an afternoon — and Perast for photographs. Kotor is the substantial place: walled old town, the fortress climb above it, the restaurants and the cruise berth. Perast has essentially one street and no old town to explore, which is exactly its appeal. For boat purposes the practical difference is distance to the islands, and that is what makes the Perast departures cheaper. If you are choosing where to stay, Kotor has far more of everything; if you are choosing where to spend a slow afternoon, Perast.

Boat out to the island in the morning, walk the waterfront, eat by the water, and do not plan a fourth thing. The shuttle to Our Lady of the Rocks runs continuously in season, roughly €5–10 return, and the island itself needs about fifteen minutes plus the crossing. That is genuinely the list — Perast is small, and treating it as a place to slow down rather than a place to tick off is the way to enjoy it.
